Actually Trump can't pardon Joe Jackson—only MLB (which banned him for life in the Black Sox scandal) can do that.

But there's a bit of a history of saying people of African descent look like apes, or more simply that they ARE apes, that is aimed at dehumanizing the ENTIRE "RACE". That's what makes it racism.
